Q - Do I have to agree to flexible working for my team when we return after Covid?

A - Anyone can request flexible working, once they have been employed for 6 months (although there is a consultation to remove that initial period completely). My view is that most roles are suitable for an element of flexible working. It is the employee's responsibility to demonstrate that their role can be completed effectively in whatever flexible arrangement they are requesting. Do they have a good remote working space so they won’t be distracted? Your team members should demonstrate some flexibility too, for example, not insisting that they work specific days at home each week. If your team can demonstrate that they can adapt when they need to be in the office or at a client site, then you should (and are legally required) to give serious consideration to the request. However, businesses are not obliged to agree to flexible working, even if others in your team have already been granted flexible working. Your decision needs to balance business needs with getting the best from your team. If you are unsure then suggest a trial period so your team members can show that they can deliver their work from anywhere. This will build trust and should demonstrate how beneficial flexible working can be.
